how to build my own top level domain. shud i need any registrar to do this.? can i offer my site visitors any domain like www.something.anything(that i want like .co.myname or .myname or .mycompnamr)? how websites like www.dot.tk or www.freedomains.co.nr or www.biz.ly offers this service?

They have their own website hosting service. There are a lot of sites that give you your own domain, but giving of free subdomains is something that might cost you a lot of money. You have to spend a lot of money to keep your customers' servers running, unless you request payment for those sub domains or domains (I recommend not requesting money for your subdomains because a lot of websites offer this for free and it sort of turn your visitors off.).

You cannot do it without approval by Internet Corporation for Assigned Names and Numbers (ICANN). The approval process is long and difficult, but it may happen. You may contact ICANN for more information:

FYI, a recent attempt to submit .xxx as a TLD was rejected. The next time this TLD can be resubmitted is next year.
