most laptop CPUs are not socketed, they are often soldered or glued into place and cant be removed.

Prices of computers and laptops are going down fast. for not much more than the price of the updated CPU you can get an entire brand new laptop which has all new, faster components like CPU, Video card, and Sound card. The Video card can often give a bigger jump in performance than a CPU can, as can increased memory size and speed. CPU upgrade is just one part of the picture.

look into a whole new laptop

I am sure it is but I doubt you will see a speed boost you are hoping for. I just moved to MAC about 2 years ago and i have a 1.5 G4 powerbook and its not very fast. It is very reliable and I will never go back but it is not the fastest thing around. I would suggest getting a new iMac or Macbook pro as these have the new duo intel chip and are rated as being from 3 to 5 times faster than the g4 & g5 chips.
