If costliest you mean most expensive per ounce, that would be be platinum, but enviromentaly speaking, that would be Iron ore. Strip mines are destroying millions of acres in their strip mining operations annualy.

I would think that is nuclear fuel rod metal, which has to be highly processed under very strict conditions so costs a fortune.
However, if you are talking about bulk metals then Nickel is very expensive.
