Indigenous are native to a particular country whereas dominante are those who hold power or have greater strength of numbers

Indigenous people were born there, dominent people make up the bulk of that particular society.

Indigenous people are the ones who were already there when the dominant people showed up and started killing them and taking their land and infecting them with diseases they had no immunity to and making treaties with them they had no intention of honoring!
