It this mold and can I also use a bleach solution to desolve and remove it. If all of the above is true will a film of plastic covering the dirt floor in conjunction with a dehumidifier eliminate the problem?

plastic on floor great idea, thicker the better. trick is to ventilate basement when outside air is dry. if u vent when outair is hot & humid & cellar is cool u will get condensation. someone actually makes computerized vent system that analyzes out side & inside air for proper venting with fans. on ideal day u wanna blow air like crazy.
trick4u= put metal [is better] or glass pitcher of water on coolest part of cellar leave it there to acclimate to cellar temp.. if it sweats, on out side= dont vent. if it dont sweat vent like crazy.

clean the mold w/ a bleach and water mix.plastic on the floor is not gonna solve your problem.you will still have moisture in the air unless you can properly ventilate.a dehumidifier is fine but it is only part of the solution.you can purchase a power vent for a little amount of money.it is a fan that vents to the outside.put it on a timer switch and forget it.this with a dehumidifier should solve your problem.maybe attach a moisture barrier/plastic to the ceiling/joists.this may keep the moisture off of the joists.good luck

It does sound like mold. A dirt floor will constantly be damp, so dehumidifier will run all the time. Putting in a perm. cement floor may help. Also try getting air circulated through the area...

Bleach will kill off the mold - but I would concerned about putting plastic on the floor - seems like trapping the moisture in may make new problems, I would think the humidifier would be enough on its own.
