FTP is File Transport Protocol, and permits one to easily and quickly move files between computers over a network or between networks.
TELNET is a communications protocol to enable remote user input across and between networks or to remote devices. TELNET has been superceded by SSH (Secure Shell) due to the fact that TELNET sends your password across the network unencrypted. SSH must be downloaded and installed on your Windows computer but will probably be installed by default with Linux. With Windows, an SSH-like program is called Putty. Google is your friend.

FTP is File transfer protocol, data broken down into packets and sent to a 'Area' to Upload or from an area download.

TELNET is a communication utility for connecting to and configuring (amongst others) routers, Bridges, Mail servers etc etc
