This is intermittent. Sometimes when engine is cold, sometimes hot. Everything turns over but it sounds as if it just won't fire up. Spark plugs have been replaced. Next is distributor cap, wires, fuel filter and air filter. Any other ideas? Where is fuel filter located?

I'd say you might have a ignition module going bad.
Next time it won't start, check spark at coil. If no spark found, Check power to the coil. If no power found at coil, replace ignition module. If you have power at the coil, you could have a problem with the crank sensor or either the coil itself.

Ignitors. I worked at honda as a tech for 8 years. They are relatively cheap and located beneath the distributor housing. You will have to unbolt and remove the distributor.

Also, before you dig into that check the fuel pressure but attaching a pressure gauge to the fuel rail, should give psi reading if pressure is there, At least you can rule out the fuel pump is ok. Or when you turn on the key you hear a whirrling noise under the rear seat.

Dont not replace air filter, fuel filter, cap. Waste of money.

the fuel filter is in the engine compartment,,you can see it,,right down below where the fuel lines comes up,there easy to change,,just be care full when you do it,,and take off the battery cable,,it sounds like you have done everything that needs to be done,,maybe the filter will help it other wise it should run good if none of that help,s have a check ran on the pump,to see if it is putting out enough pressure,,good luck with it,maybe this will help.

It sounds like you need to take it to a shop that services Hondas only.

I had an 83 Honda for 12 years and put 447,000 miles on it . It always worked perfect, but I only used a specific Honda shop the entire time. So it really pays off in longevity.

If I remember correctly the fuel pump is near the left rear wheel. I used to hear mine hum (it didn't know how to sing) Ho, Ho Ho. Good Luck. It might be a sensor pertaining to the fuel

It sounds like you have a bad sensor somewhere. Replacing the spark plugs, wires, and filters, while good for the car, will likley not solve this problem. To me, it sounds like it could be a crank positioning sensor going bad.
