The Mouth of Sauron was a fallen Numenorean. The Numenoreans were an ancient race of Men -- perhaps the ancestral race from which all Men of Middle Earth descended. Numenoreans had innate powers of perception and will that rivalled those of the Elves (Faramir exhibits some of these powers in The Two Towers).

The Rangers (of which Aragorn was one) and some of the people of Minis Tirith (including Faramir and Denethor) retained a portion of the Numenoreans' powers. Those strains were perhaps closer to the ancestral race than other Men were.

Not "what", but "who".

He was once a man and a king, but now is a Ringwraith. He's Sauron's chief lieutenant.
