The Romans did have a civil war during its tranision from Republic to Dictatorship. At the close of their empire they had more civil wars between generals about who would become emporor. They avoided civil war during the majority of their existence because they were ruled by a centralized government. Greece was never a unified as single empire, it was an alliance of city-states. Because of this abscence of any centralized absolute authority, they city-states fell into differences and it escalated into war.
