Well this will take a couple of t\weeks, but I had bumps and marks on my skin and now it is as soft as a baby's bottom. I took Pamer's Cocoa butter lotion. This is hte one with shea and viteamins in it. Its in a turquoise bottle. I had half of the bottle with a quarter of baby oil and a quarter of baby lotion. Mix it up. Apply this in the morning and in the evenings after you shower.
Now while in the shower make sure you exoliate at least twice a week. You can use those gloves that exfoliate while you wash. That is good. I also use a body brush for my back. Make sure you wash your rough areas good. This helped me a lot!

if you find that you're still dry after that, follow up with thick moisturizer like a body butter. They usually come in jars, not bottles and are go on very thick. I'm sure your local pharmacy will carry both of these, as well as Wal-Mart.

You may want to consider, soaking in a tub or hot tub, then using a exfoliating scrub, finally purchase an intense moisurizer to use before you go to bed.
