It could be because of what other users have suggested, or it could also be a conditioned response. What I mean by that is that perhaps when you were younger, it rained often just before you fell asleep. This led you to associate rain with sleep, and hence now that it rains you become sleepy.

Yet another possibility is that the sound of falling rain puts you to sleep. Many hypnosis CDs use the sound of rain falling on a hard surface as an aid in trance-induction. This is because the noise, which sounds random (i.e. "white noise"), tends to block out other noises and stimulate certain types of waves in your brain associated with the early stages of sleep.

It has to do with the falling air pressure and the effect that it has on your sinuses . I always get a headache before a storm because of the change in pressure

Perhaps it's because of the low pressure. Many people, including myself, are sensitive to low pressure weather cells. People, older people, used to say that their joints were aching and so they knew that it was going to rain. A depressed libido might be your reaction to the lower pressure?

Possibly due to the low pressure system that precedes a storm.

I think part of it is just water sounds in general; there's something innately restful about that. I know for me, something that added to that was metal awnings outside my room when I was small; something about that sound is now incredibly comforting to me. (the point of the anecdote being that past experiences / associations can further contribute to that).
