Any of them could be correct, depending on the context, although they would be considered converational rather than formal usage.

If your friend asked you if you were allowed to come outside to play after supper, you might say "it is ok for me", but in practice, you'd probably just say yes.

If you were shown a piece of writing and asked "how does it look" meaning, e.g. do you seen any spelling errors, you might say "it is ok to me" or but "it looks ok to me" would be better.

If your friends told you they were planning on going to a movie and wanted to know what you thought, you might say "it is ok with me".

Only number 3 makes grammatical sense, and it is saying that something is ok with them, ie: they have no problem with it. The same meaning can be given to the grammatically correct sentence: It is ok by me.
The other two don't really make sense - I guess number 2 could be correct, but with the differnt meaning: ie: if they are looking at something, they could them say 'it looks ok to me' is the only meaning i can think of!
Hope this helps

They are all grammatically correct, when used in the proper context.

1.) It is ok for me to go to the movies.
2.) It looks ok to me.
3.) It is ok with me if you want to cook dinner.

2 is the only one that grammatically wouldn't work.
1 is that something is ok for you to have/do/think...and so on. like...it is ok for me to take his car.
3. is like something is fine with you...you don't mind or don't have a problem with it. Like, it is ok with me if you take my car.
