There are many places one can just hang out and chill. Guess it depends on a couple things - a) how much time you have to chill, or b) why are you needing to chill.

The gorge hiking trail at Watkins Glen State Park. You can walk right behind and through waterfalls on the trail.

1) My house - you pay so much for it, why don't you take advantage? Invite a few people over, everything is cheaper.. have a good time.
