They were not there initially. I've tried removing all the 'layers' - Roads, 3D-buildings, geographic features etc., but the little purple step ladders are sill all over the globe!

I have never seen the ladders.
My advise is to completely uninstall and reinstall.
If that does not work contact the google help

Purple step ladders?? Geez thats scarey! I don't have a clue how they got there but it would worry me a bit. Maybe the site is having problems.

If you are seeing little purple things I suggest you see an optician.
