So if it is the world population or the population of any kind take the number and multiply it by .001 and you would get the results.
Example .1% of 5,000 people have broken fingers. How many people is that?
5,000 people X .001 = 5 people.
Now the easy way to compute that is that .1% is 1 out of 1000.

In maths,
All % signs are in this format:
(Some number)% of (Another number)
Whenever you see a percent sign straight away put divided by 100 next to it.
If we take an example,
Let there be 1% of 100.
Thus, 1/100 * 100
This is equal to 1. (I hope you know fractions)
So 1% of 100 people is 1 person.
Now in case of decimals,
to change a decimal in fractions,
we count the number of digits after the decimal and divide it by 1 followed by the same number of zeros.
