i looked in tank its clean other than tinted water

I had this same problem with my water when I would leave for a few weeks and try to turn the water on. It would come out this orangish color. It was because of rust in the line. It went away after I let the water run for a few minutes.

I was in an apartment, so I let the landlord deal with the problem!

THere is iron in your water. I'd probably boil before I drank or used it to cook. You might want to call the city. If it is the norm, look into softening.

rust or if you have one of those toliet bowl cleaner things in the tank that will also change the color but they are mostly blue

You re tank is very old and rust... it may need a replacement.
