Hannibal Lector, easily. The guy from Saw although very sharp, was nowhere remotely close to the level of intellect of Lector. Lector was a conniseur so to speak, he savored every moment, and even admired his victims, where the guy from saw hated his victims and just got off on being smarter than they were. Which wasn't saying much, look at the people he picked on, compared to Lectors victims.

Haniiable Lector would so kick alot of ***. Look how he bite that guys nose off towards the end of silence of the lambs. He would just walk up to Jigsaw and have a buffet of his face so to speak eww that was gross sorry. but it is true. All the while his classical music would be playing in the background.

Hannibal - hands down. The psycho from Saw is all about elaborate setups and voyeurism. Hannibal will bite your face off to kill you if he doesn't have a weapon. They had him in a secured building surrounded by a hundred cops, and he got away because his doctor left a pen behind in his cell.
