the best place to be when it rains is actually your own home ..... you'll feel protected and having a hot drink will be perfect . that is why many people preferred to sleep on bed when it's raining .... because you feel protected and therefore you sleep better ... a shelter will do as well if you keep yourself warm ... but the best is still staying at home !!

That is a very subjective question. For some, it may be to be out in the rain. For others that prefer to remain dry....
Also, it would depend on the kind of storm. If it is accompanied by thunder and lightning, personally, I like to sit on my front porch and watch.
Then again... there are the Stormchasers....

It depends whetehr one wants to get wet or not... if not wanting to get wet then anywhere under cover is nice, if the rain is horizontal with lots of wind only and enclosed building will provide shleter, forget umbrellas... if wanted to get wet, right under it all is fine, a nice slwo summer warm rain is nice to be under...not a thunderstorm though...

seriously, i like to play under the rain, as if the angel in the sky touch my skin..
if i has no time to dry my body, i would like to be as close as possible, so i still can touch the falling rain

The car is the best bet because no water can get in when you are in a car.
