Human beings all have free will.
The best way to work towards a world where the character of humans is enhanced to greater goodness is to exemplify right use of free will.
This makes your life into a radiative example of the possibilities.
Right use of free will includes:
1.) Seeking for what is true and real in your heart.
2.) Choosing according to compassion, and acting out of understanding of the heart of our brother and sister, insofar as we are able.
3.) Being as honest with yourself and others as we can tactfully be, without causing unnecessary pain.
4.) Living according to virtue, insomuch as we are able to, while being honest with ourselves.
5.) Being willing to do what we know in our heart to be right, even if it means sacrifice, or suffering on our part as a result.
6.) Moderation in all things, including moderation.
7.) Adopt an attitude which is inclusive, and in which the sufferings of others are as your own.
8.) Learning to act not simply from ideals and ideas, but from a living knowledge of the Divine Spirit inside you, by being responsive to its dynamic intelligence.
9.) Recognize that the world as it is, is a result of the cumulative choices of billions of sentient beings, and that they have a Divine Right to their free will.
10.) Recognize that God, Divinity, exists eternally beyond the world, although evidence of its movement in the world may be found.
11.) Accept that everything changes, everything that comes into being will pass at some point, that selfish desire and ambition only cause suffering, and the only permanent thing, is that which is entirely beyond this world, IE God.
12.) Do not be attached to the results of actions, and only act for the sake of the greater spirit which moves through all things.
13.) Recognize that human ideas are born out of a limited perspective, and are suspect to be fallible.
14.) Recognize that the most profound knowledge comes from a deep experience, and is not translatable to ideas and words.
15.) Recognize that the spirit, the meaning, is ever hidden behind the form, within it, and is not the form.
16.) Do not be attached to things which come or go.
17.) Be natural, which is to say, do not conform your behavior, feeling, and expression to artificial principles, but instead, seek to be true to that part of your being which seeks to express Spirit in the world.
18.) Recognize that though we may feel, give, and experience love, love itself is the only thing to be loved, and that when love appears in lesser forms, it is bound to disappear, only to appear elsewhere. Therefore, Love Love alone.
19.) Love God, first and above all things.
20.) Do not try: "Cease all your striving, and let Tao bring all things to you"

Stephen Covey has done some great work. Especially his Seven Habits of Highly Effective People.
The basic problem with people striving to live by The Golden Rule is that most of them simply don't value it. Our civilization as a whole is in a state of decline and a lessening of spiritual values is an indication of this.
However, as one society falls, another eventually arises. That is the nature of these "end times."
After much bloodshed, strife, and a tearing down of existing institutions and governments, a new world will begin. A society whereby The Golden Rule and the Character Ethic is much more valued than it is today.
In general, people value the shallow Personality Ethic more than the spiritual Character Ethic because they have no god icon that they can believe in. Most don't have the strength to just believe in a Higher Power. They need one or more gods that prove beyond a shadow of a doubt that it is very important to develop virtue and selflessness - the Character Ethic.
The Judeo-Christian god falls short. At best, one can say that Jesus is an enabler for pedophile ministers, priests, and nuns who sexually molest thousands of innocent children around the world. Moreover, his continued no-show in coming back "to reign for a thousand years" doesn't help to further his credibility as a god.
All the other deities in traditional religions also fall short in promoting the Character Ethic because they are simply not spiritual enough in energy and in virtue.
For example, what many used to refer to as "The Christ of India," Sai Baba - who is purportedly an Avatar or God incarnate - has significant scandal surrounding him. Many former devotees have come out with allegations that he is a sexual predator of young men and boys at his ashram (for many years). It is also said that people have been murdered there by his security force.
This planet needs a true First Coming very badly.
Which will eventually happen.

Well in order to enhance someone's character and help them attain enlightenment there would need to be someone who understands both of those concepts fully. You picked possibly two of the most subjective ideas in the human experience. If you're looking for a way we can blindly achieve these things, start by just being nice to people, greet people you pass on the street with a smile and eye contact. Thank people you do business with. Stop to help people in need. The more positive contact you make with people in the world the more the world will be motivated to be positive to one another.

You're are making the fundamentally flawed assumption that Goodness is the same for all people. Some people's destiny, highest enlightenment, whatever you may call it, for this cycle or all cycles of existance, may directly cause the pain or failure of another being and/or occur in the intellectual or physical plane.

See, goodness has no meaning without badness.There has to be something bad to make it better. The best example lies in RELIGION. The religious fanatics are so made to make people understand religion & work upon it for betterment. Good luck, if u work upon it.
