ex cop means that they are no longer a cop for some sort of reason being they could of been fired or could of retired as for ex con it is someone that breaks the law and has went to prison done the time and now is in the real world.

Means the same as your ex-girlfreind ! There not anymore ! Convicts are people in jail or prison , if there out of prison there ex-cons , police arent cops after they get fired or retire
