Gareth Edwards the legendary Welsh scrum half was also a sprinter in his early days. I believe he ran under 10.5 seconds but don't know the exact time but I know it was the Welsh record and only beaten by Colin Jackson.

I would say either joe rocokoko or sitiveni sivivatu i would say for flat out speed!!
I'd say jason robinson is the quickest over 10-15 metres though!!!
