Microscopically the synthetic fibers are smoother.
Cotton fibers are rough and jagged.
Since the fibers are smoother there is less surface tension so the water sheds much easier.

Cotton absorbs the wetness, while some synthetic fabrics merely have tiny amounts of the liquid between the threads, but not actually in them.

Cotton is known to absorb moisture that is why it is more comfortable in high humidity. Synthetic fibers don't ever get really wet.

Cotton and wool absorb at or near 90% of their own weight in moisture.
Synthetics absorb less that 1% of their weight in moisture.
