These type of car rental services (Delhi - Shimla transfer) you can have from any locality of Delhi and from any hotel / lodge/ guest house in Delhi.
Remember, they generally prefer to and fro hiring, otherwise charge for return trip ( equivalent approximately). An AC/non-AC small size car (Indica) would cost you @ Rs 5 - 8 per kilometer + driver charge for overnight stay and at the rate of minimum 200 kilometers per day basis - these are just close indicators.
