if the denominator is 2^n*5^m, then it's a terminating decimal. If not, then it's a repeating decimal...
comes from the fact that 10=2*5.
The easiest way to understand is to see that a terminating decimal, if multiplied by 10^k, becomes a integer... therefore, the denominator can only be made of 2s and 5s
(not enough typo mistakes to make your question un-understandable, I assure you... some questions here are a lot worse)

reduce the denominator to prime factors.if the prime factors are multiples of 2 or 5 only, then the fraction is terminating.if the factors are other than 2 or 5, that is 3,6,7,9

In order to change a fraction to a decimal, you have to divide the denominator into the numerator. Is there a reason why you don't want to use division?

There isnt anyway other than actually dividing... a fraction in its lowest form can be a 10-digit prime as numerator upond 12-digit prime denominator or any other thing... one always has to actually divide to check....

We can't list all the termination decimals. 3/4 is a terminating decimal while 2/9 is a repeating decimal of .022222.......
3/4 would eventually round out to .75 as 1/2 will round out to.5.
What to do if you break it down to lowest terms and repeats?....A bar(line) over the number which repeats.
These listed websites can give you more information.

well the best possible way is division and the oter method which i know is a bit tough. yes and also remember that if the numerator and denominators are whole numbers then thy are terminating factors [ in lame man's language]
