They should not have underestimated Hannibal's forces and sent all their men in en masse as they did. They should not have made their soldier ford the river in winter and then fight as they were a tired arm fighting Hannibal's well fed force. They should have camped out, fed the troops and sent plenty of scouts to clarify the situation. Whether or not the scouts would have discovered more of Hannibal's soldiers under cover in the brush, no one knows also they should never have fought with their backs to the river with no room to maneuver.

The romans made some mistakes in th early stage of the war. The most important was not at the river trebia but at Cannae. There the youtnumbered Hannibal but made no real use of it.
Had the romans streched their front by placing their ten legion in one line Hannibal would have no chance to succeed in his flanking move. It's as easy as this.

With the river Trebia it was no bad tactics but rather bad luck. During battles luck is very important. And the romans were just not lucky at that day.

They could've waited until Scipio was well and fully ready, rather let the Consul Sempronius take command and charge across the river....Scipio was a far better tactician.
