It uses that extra space to create a virtual memory file, where all executions are stored before transference to RAM. That is why it is always recommended to have atleast 2.6 GB space free on your XP drive and somewhere around 1 Gb for windows 2000. Although microsoft does SPY on you when it makes you install tools like Windows Genuine Advantage software or windows activation process.

Various reasons really. Mostly it is the swap file. It can be your selected software. It can be a build up of temp files/temp internet files. In a clean install it is likely one of the first two. Windows does store a lot of information, but it really doesn't get to bulky. Try looking at documents and settings//local settings/temporary internet files/Content.IE5 for a well known exaple. The dat file in there shows the sites you have gone to in IE and the folders contain files transfered. The Content.IE5 folder is hidden when in Windows and only found by typing in the full address to it.

A lot of the space is put in the swap file/virtual memory. This is used by programs as a kinda... slow ram. Don't worryk, if they are spying on you, it wouldn't take 600 MB to do so. It would be in the KB range.

Billion dollar company spies on users! I could see it. Maybe they earned all their money by blackmailing men who are cheating on their wifes by talking through instant messaging.
