Bagpipes must be tuned for each use. The instrument is very susceptible to the pitch changing due to changes in humidity and temperature. Not to mention the fact that most sets are at least partially disassembled after each use and so the "last setting" for the tuning is lost. Pipes also need tuning during a performance as the tuning will change after a few minutes of playing. After a while, it will "settle in" and additional tuning will be mostly unnecessary.
