If I take a voip handset travelling with me, will i be able to use it in internet cafes (Australia, New Zealand)? Will VOIP software (e.g. Skype) need to be installed on the PC already, or will connecting the USB handset be enough?

If you use Skype then that will need to be installed on the computer you are using. As for the headset, I would advise not using a USB based headset as those may require drivers to be installed. I would get one that connects to the headphone and mic outputs. They are not too expensive and work really well. If you get the Skype starter pack they include one that is an ear bud. I have found it really portable and it works well.
