Yes, it's perfectly legal. Download.com has never improperly distrubuted copyrighted material. Some of the downloads are timed trials, others are shareware and some are freeware. Everything there is with the consent of the copyright holder.

I've been downloading on Download.com for over a decade.

Yes, It really doesn't matter if something's illegal or legal, not like someones checking who's downloading 24/7 then was able to track the person down.
