You need a TV Tuner card add-on for your PC.

Yes. I saw a flat panel monitor at Staples that had a TV tuner built in, all you had to do is hook up cable or an antenna to it. It had pic on pic built in so you could see TV in one corner while computing as normal. Cost was reasonable. Sorry, I forget the brand name.
NO software required.
