I can help you here. I work in the construction industry and I know how this works.
Chances are your builder has sub-contrcted the scaffolding to a specialist scaffolding company. Look on the scaffold, if it has a signboard, note the number, if not, ring the builder and get their number direct. The builder has probably off-hired the scaffold but the scaffolding co are too busy to take it down.
Next, ring the scaffolders direct and give them say 2 days to remove it or you know of another company who will take it down and dispose of it as it is now tresspassing on your property.
Be fim and don't back down, I guarantee it will be gone.
In the building industry it's generally the people who shout loudest that get the best service.
Let me know how you get on.
Hope this helps.

You could try contacting your local Trading Standards Office which can usually be found in the phone book under your local council heading. If the scaffolding contractor has an advertising name-board mounted on the scaffolding, make up some sort of derogatory banner and hang it underneath their sign.
Do you have a freebie local paper that might be desperate for something to fill a few column inches? Most companies move fast to put an end to adverse publicity. Best of luck!

In the government section of your local phone book is a listing for OSHA. Contact an inspector there and inform them you believe your builder has put up unsafe scaffolding. Then contact your builder and let them know that an OSHA inspector is coming out to ensure it is erected properly ( 7 out of 10 scaffoldings are not put up correctlly) Your builder will be there very soon to avoid possible fine payments. They know the rules they usually just skirt them ..

is it steel scaffolding or aluminium?,if its steel its probably theirs,so all you can do is keep phoning them or publish them on the web as a really crap company!if its aluminiun try checking on the scaffold for any company logos ie hss hire or speedy hire then if there are any phone the company in question and ask them to remove it,they will want it so to avoid an row with the person that hired it cos he wont want to pay for it if it wasnt used for 9 days.

Send this:
------------------------------------------------------------------------------
To whom it may concern,
I hereby inform you of the intent to sell or disperse goods left on my property. Namely a scaffold left by (insert companies name) after seven(7) days.
Should you fail to contact me within seven (7) days I retain the legal right to do so.
Signed
John Doe

This does depend on the legalities of your local council. Call them and find out the statute of limitations in regards to this matter. It is usually 30 days. But it appears they have had the scaffold on your property for that long anyway.
As for a refund, no. You agreed to the price prior to the work. Did they do the job to you satisfaction.
Also remind them that they MAY still legally be responsible for any injuries sustained from the scaffold being there.
If you intend to send what I suggested you MUST send it by registered post.

Phone them up and tell them another scaffolding company came round to collect it, and you thought this was a bit suspect, and the fictitious company will be back in two days to dismantle it.
Scaffolding is expensive, hopefully the will sh*t themselves and come straight round.

he might own the scaffolding, so it might not cost him anything.
call him and say you think some is missing, I bet he would be out and get it. or tell him you will take it down and set it by the street,

Mail them a registered letter explaining that you will be selling their scaffold on E-Bay.
