Does any one know more details of Festival dos Oceanos? Can you tell me where I can join the activities, such as parades, food fair, etc? There is no details and exact infomration about it, such as locations, time and etc. Many thanks.

Like you I also looked around and the only site that Festival was mentioned is one saying that it's being planned for October 2007.
I don't know if you understand french but this site is a person asking for sites and information's about the Festival dos Oceanos.
