To ensure that the death is caused by the specific poison that the state has authorised to carry out the execution with.
The is quite a long list of requirements that must be followed precisely, otherwise the execution is not in accordance with the law.
Suppose the needle were infected with another killer substance? that would be just the same as the executioner deciding to cut the throat of the condemned prisioner, or shooting him instead.
The law as laid down by the state is always followed to the letter.

Surely it's because needle manufacturers only provide sterilised needles.
They don't have a section of their factory devoted to providing non-sterilised needles especially for people who are going to die anyway. Any prisons where capital punishment takes place purchase their needles from the same companies as hospitals.
But I get the weird irony of the question.

Because medical professionals are required by OSHA to abide by certain health requirements. It doesn't matter whether these professionals are injecting infants or injecting death-row inmates--they still have to follow OSHA standards. If OSHA made one exception, somebody else would be asking for a second exception.
It is no more complex than this, my good friend. Sorry to disappoint you, as I imagine you were hoping for a more intricate argument.

For the simple reason Hypodermic needles are sterilised, hermetically sealed and, in a throw away society, used once only.
A dirty needle could pose a threat to those involved in the execution process.

They stick the needles in during the prep phase. This can be several minutes before the actual execution. During those minutes, the gov can still grant a reprieve. So what happens if he does? "OK Charlie, good news and bad...The governor commuted your sentence to life but your going to die of AIDS".

Just in case someone in the crew that is killing the inmate gets stuck with the needle on accident. Then it will not infect them.
