Go to windows firewall (or whatever firewall you are using) and go to the allowed exceptions box and untick msn messenger. The firewall will block the traffic. Other then that uninstall the program.
If you are worried about others on hte pc reinstalling it, make your account the administrators account and make guest accounts with limited access for others in the house to use. That way they cannot install something wthout you and your password.

You can get free blocking software, and block the address, you know the thing that appears in the bottome of the window when it's connecting.
