Terrorists are at war against the regime or rule. In war everything is valid. So that is the way they justify their acts. Best way to tackle terrorism must be combination of both peace and war as you call it. Peace I mean initiate the talks and try to remove the basic reason for the people who take up the arms against the system. In case where dialog fail to resolve the issue and demands set by the terrorist is unjustified as in most of the cases. it has to be all out war against the terrorists.

Everyone's been so damn brainwashed by this. There is a war on. What we have been duped into calling "terrorism" is little more than an alternative to what we now call conventional warfare. What do you think would happen if they were to attempt a conventional attack on the United States, sending ships and planes full of soldiers over here? That's right, they'd be annihilated. They know that just as well as we do. How does one fight a superpower? Tha same way a scrawny little kid fights a big tough bully. You don't go toe to toe with him. You sneak up, kick him in the nuts and run. That's terrorism, and it cannot be combatted. The only way to stop it is to make them stop wanting to kill us.

It can possibly be combated with both. Firstly, with war. Counter attack, is always having a salutary result in checking the terror. The attacker need to know that there is a detrimental consequence to his action, no matter he might be determined to carry on the terror activities. But, he will know that he will not go with impunity. Conciliatory steps are also necessary, to root out the basic causes that prompt the attack.

you have to catch the terrorists first or they will attack again so you have to use war to give peace a chance

i think peace would be a better option .
