Fetish as in they like wearing them or just smelling them? Either way, Im neither one of those types; although I do like my woman to wear some nice underwear.

Yeah, well, people perceive undergarments as more personal items, as u don't show them off when u walk around, unlike your shirts & jeans or whatever. Stealing them allows the thief to feel like hes closer to u or is able to invade your personal space.
