tell them that she is an innocent baby and that you would like to keep her that way for as long as possible. she is beautiful without all the trappings that modern day society deems necessary.
or alternatively say: this is MY baby and i will raise MY baby as I see fit.

I don't know that ANY child needs that, regardless of her age.
I've seen these little girls in public with ponytails, colorful rubber bands, etc. and I feel so bad for these kids. Sometimes their hair is pulled so tight, it looks like they've had a face lift. LOL I really don't see how this could be comfortable for the child.
I think you should tell them that your daughter is blessed with a beautiful, natural head of hair, and you don't want them messing with it for fear that pulling/messing with it will make it fall out.

Remind them that this is your child and that you'll do her hair the way you want it. Tell them if they want to play hair salon, they can do it someone else's child or they can go buy a Barbie doll.

That's too young. The baby's hair is still fragile. Explain that to them. They may get the point.

In a Light-Hearted manner, tell people to "Knock it off, or I swear I'll cut her hair off so no one can mess with it!". I totally agree with you, but remember we're all girls who loved doing our dolls hair.

Tell them just like you told us..."I like her hair the way it is" -or- "She's mine and I'll do her hair the way I like it" -or- "All that pulling hurts my head...I'm not going to do it to my little girl". Just tell them or they'll keep bugging you...good luck!!
And for the record I bet her hair is beautiful the way it is.
