Its based on the current emporer. The current Emporer (Heisei) has been in charge for 18 years so we are currently in year Heisei 18.
I was born in 1978 That was Showa 53.

If so, that is something like blind date. not quite like blind date because you already know the person't back ground, and how they look befor you meet the person.
The dating organizer set up your date, meet the person, talk, and if you guys dig eachother, then you can set up the other day n date again n stuff.
Some people find their husband/wife through that dating system.
Those meddlesome mid aged or older women used to do that Organizer part back in the days. But nowadays, there are a lot of Dating Organizing companies.

the year is the only thing that's different. japanese count years started from the time when the emperor took power. this year (2006) is Heisei 18. Heisei is the name of the emperor and its his 18th year of reign
