I read this from a psychology book:

"One of the most controversial ideas in all of psychology is that humans have a will (volition). The idea of will implies that people can create their own destiny"- Franken.

So, is man free or not by their action in this universe?

Not free:
We are not free sometimes when external forces direct our actions (for example, most of us have to go to work), when our biology limits us (for instance, most of us can learn to play a musical instrument well, but don't have the talent to play at concerts), or when our thinking stops us from doing what we want to do (pessimistic thinking versus optimistic thinking).

Free:
On the other hand, we are not at the mercy of our biology, environment, and thinking. Humans may be able, for example, to alter their brain to a certain extent. One data shows that cognitive-behavioral therapy for obsessive-compulsive disorder does produce changes in the brain comparable to that of taking medication. Also, the Dalai Lama writes in his book that our brains are not static, not unchangeably fixed. That is, through planning and learning we can change, to a certain point, the biology of our brain. We can learn new ideas that can change us and we can plan paths to create the life we dream of. In that sense, we are very free.

I am not sure I understand what you mean, but I will do my best. A *PERSON* is free, to a point, by their action, for action is more or less restricted by rules - the laws of the universe. I say more or less, because there are plenty of things unexplainable, although I do not know how to free yourself in ways resembling miracles (what I will simply call for the purposes of this answer, the Magic-Factor), so I am not going there.

Philisophically... I would have to say you are 'more free' by the more you think thoughts that go against what you are taught to believe. Perhaps that is the best we can strive for at this time in our development besides engaging Magic-Factor-related happenstances, such as things of legend. Travel far and wide, experience all you can, and each year you will find that the previous year had been full of restrictions of thought and belief, and thus every year you will have unveiled a new layer to your existence!

In this world, according to the law or the human nature, man is free by their actions. But when the government officials do some sort of nonsence in this world, the people cannot do nothing but keep quiet. Money makes all in this world. But there are few countries where people decide the rules. In that sort of countries the people feel free to put forward their ideas, thoughts, and even their desires. If the government officials are 50% perfect in their work, man can live independently in this world...

You, me and all of us, are only as free as we allow others to be. This is a no brainer.
