depends on if they are on the floor or the walls and if they are leakers. For cracks in the floor, first dig them out and vacuum, then use an epoxy caulk for cement. on the walls use thorite patching compound. If the walls are leaking then you have to dig down from the outside, clean the crack, fill with waterplug and coat with throughseal. After the seal sets I like to place a waterproof membrane over the patch for extra measure. I use ice shield for roofs. this is a 90 pound self sticking rubberized rolled product that is quite easy to use. http://www.chargar.com/Products/prod_mf.html

For the best repair, you should chip out the cracks to open at least a one inch groove that is at least 2 inches deep. Clean the groove to remove any loose material. Mix up some high strength grout mix, making the mixture the consistency of peanut butter. Prepare the groove with some epoxy bonding agent. Fill the crack with the grout mix, making sure you press the grout into the crack. Smooth off and keep grout surface moist by covering with damp rags for 1 to 3 days.

Use a hydraulic type of cement tho, which will expand somewhat to fill any voids a bit better.
