By writing a lot of okay, good and very good poetry before. Just kidding... Not really kidding, though...
In spite of what people might say, you need talent. Not a little, not enough, you need a lot of talent. Of course, talent is only the beginning. If you have it, you must polish it by reading tons of good poetry and not only poetry. Many excellent poets are mathematicians, physicians, physicists, soldiers etc, who have the ability to translate the reality into poetic images.
Poems can come in many forms, from the ancient poetry, where the rhythm and the rhyme were compulsory, to the modern poetry where the rhythm is hidden (internal) and the rhyme...well, there's no rhyme because it is not important anymore. What is important, here, is the idea or the image.
There are so many things to say and so little time. I will just type a poem that I read, years and years ago, in a newspaper. I don't know who wrote that poem, but it was a Romanian poet, anyway. Here's the translation:

LIFE

"In front of me
there is a bridge
that I know nothing of.
When I get to the other end
I will be able to say this:
behind me
there is a bridge
that I know nothing of."

These are some of my advices for writing poetry:
1. Try switching off the TV and writing for half an hour or an hour instead.
2. Try getting up half an hour earlier and writing then.
3. Write for fifteen minutes in your lunch hour.
4. Write for fifteen minutes before you cook your dinner.
5. Write before you go on a shopping trip.
6. If you commute to work, use that time to write.
7. Make notes on article ideas whilst waiting. We all have waiting to do – at the hairdresser's, the dentist's etc.
8. Don't wait until your writing time to think about your articles or queries; think about them whilst doing the dishes, ironing or doing the laundry.

First you start out writing not so good poetry....then you keep getting better!

write about thing in your life. Get inspired by other poets ...like me.

first understand that poetry does not necessarily have to be rhyming....i write poems too....just put down whatever you feel....all the best...

always remember the 3 C's
Clear, concise and coherent
write what you feel then edit it down. Check out how much a japanese haiku says with minimal words

Study and learn about it...take every English class you can find...and practice practice. Read read read too. Isolate yourself in a place you feel the creative juices flow and get going.

Write from your heart.

If it doesn't compulsivly come to you (mine does...) then try to find something that inspires you, or makes you feel something.

If writing isn't meaningful to an author, the readers can smell it, I swear.
