They are scale insects - possible the Horse Chestnut Scale (see link) or something similar. They don't harm the tree but you could probably clear them by washing or spraying with soapy water or a mixture of water, soap and paraffin.

Sounds like Horse Chesnut Scale. This is a pest.
The white powdery residue are the eggs laid by the pest which hatch mid/late summer - SOON. Try and scrape of as much of the white powdery scale as you can. You can also spray the Bay with 'IMIDICLOPRID' available from garden centres/DIY/nurseries etc. The pest is a sap feeder. Young and immature plants may suffer some wilting but mature plants won't be bothered by them.
