A "rocket scientist" is popularly known as someone with high intelligence. What someone means by saying that line is mainly that one need not be exceptionally smart to figure something out (which they infer is highly simple to understand).

It means that if your IQ is 100 or better but under 230 you may have to work a little at the question but can probably figure it out.
Where as, if your IQ is 231+ you probably know the answer off the top off your head and that if your IQ is 99 or less you probably need to call a Rocket Scientist to help you figure it out 8-)

Well rocket scientists are very smart, so when you here or say a common sense question like Why are there cups with handles or something then a person says that it saying "that you don't have to be a rocket scientis to figure the question out"

It means that the problem is so simple that you do not need to have the intelligence of a Rocket Scientist to solve it.

the assumption is that rocket scientist are the smartest people around. so this translates basically into, "even if you are not the sharpest tool in the shed, you should still be able to figure it out."
