The simple answer to your question is NO!.. the reasons are many the causes are not all within the control of the US and there is the problem of what to do about Israel!..
Also when you ask will the US ever win the war on terror.. are you asking just about the terror directed at the US? (it wont win that war) - or are you asking about terror in general! directed at others! some of which may not be allies of the US?.
I doubt very much if the US would have aided The UK in its war with the IRA!. who where terrorist! "to many Irish American votes".. and what about the Basque freedom fighters of southern France and northern Spain. also I doubt very much if the US will sort out the problems within the former soviet republics, and there are numerous terror organisations hiding in the south American jungles, then there are serious questions about the south American drug barons who regularly use terror. Oh did I mention the terrorist that cause havoc in Pakistan- India - shrilanka - Indonesia - Burma - solamia - Ethiopia - and virtually every African state -.. its a big deal don't you think?
In the middle east the root cause of the continuing troubles is Israel and the support afforded to them by the US.. America is seen to be hypocritical where terror is concerned it preaches one thing and does another! - it supports Israel a country born from terrorism who has terrorised the Palestinians since 1949. Also locks people up in offshore prisons (Guantanamo bay Cuba) under very odd circumstances - fly's suspected terrorist around the world to have them tortured - bends the UN rules to its own needs and then wonders why the people affected by its actions take up arms against it..
The Israeli stance of not giving back the west bank - building more and more settlements and a so called security wall - its continued diabolical treatment of the gaze enclave is like pouring petrol on a fire! - all those young men with no hope will strive to right the wrongs which they see happening to their people everyday!.. the likely hood is that it will get worse before it gets better.
Let me ask you a question!
Lets go back to America during the 1700ds , would you live a life of oppression under the English - or would you take up arms and fight the good fight to win your freedom?
Right now that sort of fight is going on in the middle east!. the oppressors are the Israeli and the oppressed are the Palestinians / Arabs. it will be a fight to the death!

Who said you can't get drugs anymore? My homeboys must not have gotten that memo because they are still doing it big. And you know what the war on terror is going to be the same way. The world is a very huge place and the US can't cover everyone all the time. Someone or something will always fall through the cracks.

Let Me first say, I do not hate Barack Obama. And you are right, the war on terror is about ideas, the terrorist have one idea, that is to kill all non Muslims, and if you think putting a man in office, that may or may not be Muslim is going to change the minds of jihadist around the world is very dangerous. What I'm getting from this question is, we should not elect someone based on what we need to govern OUR country, but elect someone who will make us look good in the eyes of the terrorist, This is not my American dream. Also to elect Barack Obama because it would show we do not fear his name, this is ludicrous, you believe if he is elected it would increase our respectability with other nations, this is high school mentality, meaning, we should care what someone else thinks about us first and foremost, and forget about what we know is truly best for us. which is a leader ( any race ) that will not waiver or balk when it comes to the security of my family and country. It is the mentality of this question that will be the death of our country.

It doesn't look good for one reason: many people in our own country (USA) can't comprehend what is going on around them and are retreating into the old, fear based reactions such as isolationism (why do we have to be in the middle of everything? let them fight their own fight, are we the world's policemen?) which allowed a psychotic lunatic to march through Europe like a knife through lard; self-loathing (everything is our fault, Bush is a moron, America is evil) and racism (it's all the jews fault, Israel is committing war crimes, we shouldn't support Israel). They fall for the simple tricks the terrorists use. After Al Qaeda bombed a train in Spain right before their presidential election, the polls changed overnight and the election result was that the candidate favoring that Spain allign themselves with the U.S. on Iraq lost. When a terrorist group responsible for murdering almost 400 Americans hide their missiles in high population areas even Americans fall for the ruse. For these reasons I'm not optimistic about the US's chance to win the war on terror.

Yes...so long as the wimps in Washington don't take over and make stupid decisions to pull out early. If the War is fought by the military and not the politicians, and special interest groups (like the Vietnam war was fought), then American and it's allies will win the war.

No. Because it would take just one idiot to decide he wants to be famous and cause another national tragedy.
While you are at it... the US can't win the war on drugs either. 90% of the people are in prison because of nonviolent drug related offenses.
This country needs to focus on family values, education, and close the borders :)
