Food can be used as singular as well as plural
We can say, Junk food is not good for health (a category)
we also say, The foods of India and Japan are very tasty. (food of two different countries)
such is the case with the word water. just check it out.

Food is often a non-countable noun; "food is essential to survival", but can be used in the plural "fatty foods are the bane of all who want to loose weight". Definitely "food is"/"foods are".
Mass and non-countable nouns can only be used with plural verbs whilst the nouns themselves singular when suggesting that individual parts of them, particularly individual people, are acting independently as a part of a whole:
"The Cabinet are divided over the issue."
"Manchester United are going to win the FA Cup this year."
This is more common in British English than American English. It is unlikely that "food" will be used in a similar way to the examples above.

Most of the time, "food" is only be used in a singular form because it is a non-count noun.
Non-count nouns basically cannot be counted. For example you can't say "one furniture, two furnitures, etc."
However, some non-count nouns can be pluralized, but it changes the meaning slightly.
Examples:
use singular form:
I can eat a lot of food. (this means a large amount of food, but it is in singular form)
use plural form:
There are a lot of different foods I would like to try. (this means differnt types of food -- for example, Italian food, Mexican food, Chinese foods.)

You can never say "food are" because "food" is never plural.
"Food" is usually non-count, which gives it the form of singular, and sometimes a true singular, so it will always be "food is".
Generally speaking, "food" is countable (can be singular or pluralized) when you are speaking of types of foods: "foods that are high in fat"; "I like Asian foods" (here you are emphasizing the fact that there are different types of Asian foods--otherwise you could say "I like Asian food"); "babies eat milder foods".
