Alright.. first let's state the obvious. If you're going to ask that person out on a date, that person isn't labeled "yours". If when you ask that person out and they decline, you haven't lost anything, especially them, seeing as though they were never yours. On one side you lose nothing. On the ohter side, if they say yes, you gain a partner and a date. You can only gain from the situation.

When I asked my boyfriend out, I didn't "work up" courage, it was a combination of lack of fear, and what I explained above. Needless to say, we've been together for 11 months. :]

The bottom line is self-esteem. If you believe you're a "good catch," then it will reflect in your voice when you ask someone out. I'm not talking about being conceited, just confident.
