I read that if a woman or girl is raped in Afghanistan, their father and brothers have the legal right to kill them for shaming the family. Is this true? If so, can someone explain why?

This is a part of Islamic law known as the Shiera (not sure of the spelling). This is the predominent law in most Islamic nations. This is the legal code that provides for court testimony, criminal penalties and so forth. An equalivent would be the Canon Law of the Roman Catholic Church. Most Christain countries do not recognize the canon as having any authority in their civil or legal affairs, it is much different among the Muslim countries. Under the Shiera, a woman that engages in a sexual act outside of marriage has committed adultry and/or fornication and is to be stoned. There are reported instances of this happening in Afganistan during the Taliban Regime. Under the current regime, the women are incarcerated. The only way that they can escape this punishment is to have pious and holy men, who have witnessed the incident stand up and state that the sexual act was forced and not willingly consented to on her part. It takes a minimum of 3 men to state this in court. A woman's testimony is disallowed under the shiera. A man that commits rape is to be stoned, if he doesn't pay an indemity to the woman's father or husband. He stands a chance of escaping any punishment what-so-ever for his actions. As most rapes occur in private, the required number of witnesses are not available and so the only other verdict is not guilty and the woman is seen to have seduced the man committing the rape. This is what leads to her being punished for the rape.

Afghanistan law states that any women claiming rape must have 4 pious men to vouch for her. If not they can be imprisoned. The new regime is repealing that law now and just released a couple hundred women from prison for that reason. Under the Taliban it was much worse but I cannot say if they killed them
