Well to me i think that this is lust, she is lusting for u but not in the way you see it, if she looks at u admireingly she is trying to not make out that she likes u, to be honest just go up to her and start making a convo, if she smiles at you, bats her eyes and gives u a sweet look that makes u feel queezy inside she's ur ticket ot being the girl of ur dreams

Glance back at her with a knowing and mischievous smile, as if you share a secret, and then quickly look away and then disappear.
Keep doing that until she gets so worked up that she overcomes her shyness and approaches you.
