Husband and wife are two pieces of one whole. Neither is complete without the other. Traditionally, the male is considered the final authority and this is likely based in simple biology. The ability to hunt and fend off enemies was pretty important for early man. People tend to hang out with guys like this and he could choose his mate. So the story goes. Yet, women have greater intellectual and spiritual depths that men seldom reach, also based in biology. Pregnancy and birth bring a woman closer to the reality of creation. We see patterns and purpose in life and share our thoughts with man. He then goes forth to kill the beast with a sense of humility unknown to him before. He knows there is a Greater...and man is forever separated from the animals. Woman civilizes man.
God rules.

The correct answer should be neither because compromise plays a big part in a sucsessful marriage but then again I am a wife and my rule is if mom/wife is not happy then no one is happy! So I would have to say the wife!

Both. Husband has his part of the "ruling" and so has the wife. There should be balanced of power.

The husband is reasonsible before God for his family.
When a woman accepts a man's proposal she is accepting him to be the head of the family. She then becomes the heart of the family.
In the Holy Family both Jesus and Mary were subject to St. Josheph.
It is unatural and sinful for the wife to try and dominate the family.

Once a king ordered all his troops to assemble to find out who is scared of his wife.
When they gathered, he drew a line and announced " whosoever is not afraid of his wife may step onto this side of the line,"
Two days passed and people were even tired of waiting, Then slowly but surely walked the seargent towards the line and in full public view crossed it with sure steps.
Everybody amazed. They asked him, You arent afraid,?
Sure I am he said, My wife sent word that I have to cross that line.

In my home it is mutual. Both.
We have different ares (subjects) of ruling. I do not interfere in her area and she obeys me for my subjects.
My wife decides small matters. I decide upon big matters.
Small matters = what to cook, which school our kids should go, what presentation to give, how much money to save, which party to attend or not etc. etc.
Big matters = Is Bush right or wrong, What should be done to Iraq, India should interfere in Israel vs Lebanon or not, When to send mission to Mars etc. etc.

That is simple, on the wife's eye is her, in the male's view is him. But sometimes people see it the other way around.
There's no real answer to this.
