The temporary internet folder is mainly for the browser. If you want to see the items later, why don't you save them to a specific place?

While not a direct answer to your issue, there are alternative browsers that save files to your desktop.

"Temporary Internet Folder" screams Internet Explorer. IE's big, old, slow and insecure. Seriously.

Check out Firefox, you'll be amazed at how much better it is. It's small, sleek, fast, web standards compliant, much more secure, and incredibly flexible and customizable.

And it's free.

Well - this sound me very strange
You can try at the first place to see if file type that you wana open have default program to open it.

anyway - you can make one - in Windows OSes - with right click on it, from popuped menu choose "open with" and choose from list program that you wana try to open it.
Anyway - you must clerify in some way for you what coud be this file ( picture /text / movies / sound , so on .. ) .
But for files without extension you can not choose Default viewer easy ...
